A 3-6 month waiting period should be implemented on those who delete their accounts to then recreate another account and harass people.
The app should regulate and automatically place a waiting period on those accounts that are deleted. Typically the person deleting the account will create yet another one immediately. This is done if they are blocked by people, they then harass those who blocked them again and again and again. Creating fictitious accounts as a form of harassment.
