we need a mechanism that users can evaluate a person as positive or negative regarding security, through a questioning and presentation of documents as a police report to avoid. If the person has a negative score, they are banned as on airbnb or uber. Thus avoiding robberies, violence, rape, drugs, pedophilia, contagious diseases, etc..

A 4 digit pin is way too weak. A fingerprint, end to end encryption would do a better job. Tired of having my pin broken, my pictures, erased and my convos as well. Big security/privacy issues. App relaying on having the bigger piece of the market, that can't last forever.
