Why can’t I report while on explore?

When I press the block and report button on a profile i didn’t unlock, the XTRA ad page pops up

I seriously think this should be reconsidered because I just saw a minor’s picture, a clearly -16 years old minor.
I will waste one of my free unlocks and report but i still believe this should be reconsidered.
Also allow posting such things throughout a different platform tjat doesn’t require creating an account..
