Eliminate free profiles
If you want to control bots, under ages, drug dealers, prostitution, etc as the SEC will require, make all access PAID. The free app just adds problems tha5 need to be eliminated.

Free app users are impossible to start and maintain a conversation with because the ads chase them away

Casting dispersions on everyone who is not a subscriber and then blaming them for ills which exist is inaccurate.
