If a user tests positive for an STD, he should be able to tell the app. Then the app, based on random Bluetooth identifiers, could send an anonymous notification to the people that might have come in contact with the user.
Another possible implementation, much simpler, could be the ability to manually send an anonymous alert to selected users.
The issue with STDs is that people are usually embarrassed or scared to alert the people they hooked up with. Therefore one might not know that they have been infected and they would keep spreading the STD.
A feature like this would help users be responsible at informing other people of possible infections and would also encourage people to get tested.

This could be implemented by clearly disclosing that a mock location is a mock location (distance shown with a different color or with a small icon next to it...).
In this way:
1) The user using the mock location is protected. A potential harasser would know that the user is not at the specified distance, but they would never be able to know where the user actually is.
2) Other legitimate users are protected by potential scammers or harassers. Legitimate users would know that a specified distance is not the actual one and they could take that into consideration.
