Obviously there's no (easy) way to access iCloud data from an Android device, but it doesn't seem unreasonable to either allow iOS apps to backup to Google Drive, or to offer some kind of backup export to allow sending a backup between platforms.
The backup file could even be encrypted with an account specific key if one of the hang ups is not wanting users to be able to easily mess with or extract data from backups
